Inspection and Confiscation in Russia

The Office of the Federal Service for the Protection of Consumer Rights of the Russian Federation is carrying out several "surprise" inspections to verify that products sell in shops, supermarkets and department stores comply with the requirements of the Customs Union's Technical Regulations. Many of these inspections are asked directly by consumers - buyers.
The constantly growing inspection activity has led to the seizure of two thousand light industry items from circulation in 2017. It was mainly shoes and clothing for children who did not meet the requirements of the TR CU 007/2011 regulation "On the safety of products intended for children and adolescents", and of clothing and footwear for adults that violated the requirements of the technical regulation TR CU 017/2011 "on the safety of light industrial products".
In May 2018, during an inspection, more than 5000 children's toys were seized because they violated the mandatory safety requirements set out in the Technical Regulation TR CU 008/2011 "On the safety of toys".
In the cases mentioned above, the alleged violation of the technical requirements during the design and manufacture of the product and a series of documentary non-conformities were contested:

- The lack of documentation attesting the conformity of the goods with safety requirements (EAC Declaration, EAC Certificate, EAC Marking)
- The lack of Russian information about the manufacturer such as the name, the registered office, the representative, etc
- The lack of instructions or incomplete information or information not in Russian
